The SparrowHawk was part of the Romulan "third series" of warships (the "Hawks"), following the converted sub-light "Eagles" and the Klingon-built "Kestrels." The "Hawks" were built by the Romulans combining Romulan weapons and cloaks with Klingon hull construction methods and warp power technology.
A fleet study completed years before the General War pointed out that the Romulans could not build a big enough fleet before the General War (then on the horizon) could be expected to start. The only way for the Romulans to survive (let alone conquer the Federation or Gorns) was to build a massive fleet including converted Eagles, purchased Kestrels, and new construction Hawks.
The clever part was that the Hawks were designed to be modular warships, easily converted to mission sub-types such as warships, escorts, scouts, maulers, troop transports, cargo transports, fighter carriers, minesweepers, scouts, or whatever else was needed. This would allow the plausible number of Hawks that could be built to do every job that would need to be done. (Every efficiency was pursued. The SparrowHawks used three standard engines, while the FireHawk heavy cruiser used four and the SkyHawk destroyer used two. The engines were interchangeable, improving fleet efficiency by 15%.)
The Romulans considered the SparrowHawk a light cruiser, but other empires classed it as a war cruiser. It was probably the largest and best war cruiser in service as fleet-wide design efficiencies allowed the cost to be contained even as the size of the ship grew.
The SparrowHawk-C was the scout version of the series, carrying special sensors instead of plasma torpedoes. Also known as the “Owl,” it was larger than most and a powerful warship in its own right. It also had a more far-sighted mission. The Romulans were desperately searching star systems in their territory (and elsewhere) for worlds that could be terraformed into a livable environment. They were able to afford a total of eight ships of this class only because they could be converted (in a few weeks) into SparrowHawk-A light cruisers.
The ship is available in a variety of materials. (Smooth Fine Detail Plastic makes an excellent cloaked ship!) Ships are unpainted, use standard flight stands available from many sources, and, while designed for gaming, make fine display pieces.
