According to Neelix, the Millennium Gate on earth was 1 km high and 3.2km in diameter at the base. But when we actually saw an aerial view of the building in the episode, it shows there is no way the Diameter of the structure is 3.2 times the height. Even if we count the end of the star-shaped arms as the "base" it is only 1.5 times the height at best. Maybe Neelix confused the two numbers? This model is built according to the silhouette of the tower on a poster that you can find on Memory Alpha. Setting the tower to be 3.2km in height, the base, where the arms emerge, is in fact roughly 1km in diameter. The diameter of the surrounding city seems to be just a bit larger than the tower's height, so i picked 4km for this.
This building is very similar to Farpoint Station. The real-world reason for this resemblance is, they were both designed by Rick Sternbach. There is even a possible in-universe connection. Jenawys told Neelix, that the Millennium Gate also was the model for the first colony on Mars. Maybe this shape was also used on other colony and outposts too and became some sort of standard. In the TNG episode "Encounter at Farpoint" it was said that the station was build "to Starfleet standards", maybe this not only meant the appointments and the level of comfort, but also the shape.
