This small vessel was built by model maker Bill George for "Star Trek III: The Search for Spock", to fill the scenes inside the Spacedock with some small ships. He envisioned it to be a tug. The ribbing on the back are supposed to be tractor beam emitters. That's why Eaglemoss simply named it Starfleet Tug. Michael Okuda on the other hand, didn't know it was supposed to be a tug only, when he named it Orbital Shuttle in his "Star Trek Encyclopedia". The size is based on the two pilots that can be seen inside the cockpit on the filming miniature.
