The Echo Papa 607 was an advanced, automated global weapon system, built and sold by the arms merchants of Minos. The system consisted of numerous of small drones on the ground and larger, almost ship sized ones in orbit. Each time a drone is destroyed, the system is building a new one that learned from the last encounter with the enemy, constantly improving itself until it gets impossible to stop. One of the larger drones destroyed the USS Drake and also almost managed to destroy the Enterprise-D ("TNG: The Arsenal of Freedom").
The orbital drone could never be fully seen as it was cloaked all the time. But in the scene where the Enterprise forced the drone to become visible, due to the turbulences created by the friction when entering the planet's atmosphere, we can make out it has a similar shape as the smaller drones on the surface. The special effects crew indeed used the same model. It is also possible to make a rough size estimation from that scene. When the Enterprise destroys it with the phasers, the drone appears to be the same height as the distance from the top of a warp nacelle to the bottom of the warp pylons on the Enterprise. This distance is about 60m and because the drone is a bit closer to the camera than the Enterprise we can estimate a height of something around 50m for it. As i said, this is just a rough estimate, and it is also possible that the system is able to produce even larger ones. On a side note, the actual props used to film both variants still exist and are both about 14"/35.5cm high.
