This ship appears in the video game "Star Trek: Fleet Command", set in the Kelvin Timeline. It's one of the many non-playable hostile ships, patrolling the neutral star systems in the game. They are not linked to a single race, but the design is clearly of Tellarite origin. Like most of these ships, they look like they were made from salvaged ship wrecks, as the hulls look battered and have ragged holes, like they have suffered heavy battle damage. To make the ship look more menacing, there are also some added pieces, taken from other ships hulls, looking like spikes, claws or even teeth.
This particular design is most probably meant to be a modification of a Phindra Class, as indicated by the engine section that has the four small additional exhausts and the missing smaller pods on the top and bottom. The cut-out in the front would also fit to that, but the front of the bridge section looks rather like that of a Kehra. Maybe it is a combination of parts taken from both ship types.
