These ships from "Star Trek: Insurrection" are explicitly named shuttle crafts by Ru'afo in the movie, but given their size and overall appearance, they are rather fighters. The length is the one used by Star Trek online in-game, and at this size the small cockpit on the top would just be large enough for two pilots side by side. Much like in a Federation Type 15 shuttle.
