This vehicle was first seen in "Star Trek: The Motion Picture". The Air Tram seems to be the 23rd century equivalent to a railway or bus system, transporting people between air tram stations. They were also still used in the 24th century, although we could only see them in an alternate timeline in the Voyager episode "Non Sequitur". The script for TMP describes them as "an anti-gravitional train flying several feet above the ground". Therefore, it is safe to assume that these can not go into space.
