You get 1 wheelset in this order. You still have to paint these yourself; that goes for everything on Shapeways.
I reuse the stock HW axles by clipping a wheel off then I can clip off the ends of the axle to preserve the full length.
Or mount with poster putty if you want to steer and add camber.
To mount without drilling the model apart; you can put the new tire in first, then squeeze the wheel onto the axle and into the tire.
