This is an unused shuttle design by Rick Sternbach for TNG. He created it to replace the Type 7 Shuttle, which was not loved very much by the production stuff, as the full scale mock-up doesn't look quite like the filming miniature. It was too difficult to recreate the curved surfaces of the Type 7 design. But this design still was deemed to curvy and so the design was further simplified to what is now known as the Type 15 Shuttlepod. However, this design appeared in some pictures created for the "Ships Of The Line" calendars and books and therefore can easily represent an upgraded design of the Type 15. Although it is called a Type 17 Shuttle(pod) in fandom, Eaglemoss has assigned this designation to the Argo Type Shuttle from "Star Trek: Nemesis". So i use the designation used on
memory-beta.
