This is Captain Goroth's Starship from the Enterprise episode "Bounty". As there is no official class or name other than Goroth's Ship available, i classified this ship to be an escort. A rather small, compact, heavily armed and shielded vessel designed to protect other ships like freighters. The same design principles as the later Defiant Class escort vessel of the Federation. For that role there is no need for a high warp speed as it is for interceptors and scouts but it needs protection to survive a surprise attack and then be able to fend off the attackers, usually operating in groups. Therefore, in the episode although the small ship was thought to be no match for the NX-01 Enterprise, Reed had difficulties disabling the ships weapons due to the heavily shielded weapon ports.
