The filming model of the Norkova was a conversion of the Talarian Freighter ("Batris"). For that, the model was flipped and the large freight containers removed. The former bow now became the new bridge section, attached directly to the aft part. There is an article on Ex-Astris-Sciantia of the
"Redresses of the Batris". The same model was used for the "Xhosa", Kasidy Yates' ship. It is a candidate for one of the many Antares Classes that seems to exist in Star Trek. The model was also used during "Star Trek: Enterprise", so it could be, that this is a very old earth design, that is still in use during the 24th century.
