This is the Talarian Warship from TNG: "Suddenly Human". The exact same model was also used as Kriosian Vessel, Frunalian Science Vessel, Valerian Freighter, Hekaran science Vessel and Boslic Freighter. With some modifications it could also be seen at the Qualor II Surplus Depot and as Lysian Destroyer. It seems as if the Talarians are exporting this type of ship with great success.
