This is the Type 9 shuttle from Star Trek: VOYAGER. In the show it was also called a Class 2 Shuttle by B'Elana who remembered it from the Academy. But i doubt that this type of shuttle already existed back then, because it does look too much like the Intrepid Class design wise. So i think Class 2 is the common term for all small shuttles that are basically only two-seaters like the Type 6, 8 and 15 too. Maybe a Class 1 is only a one man ship like the Academy Flight Trainer and Class 3 could be the larger shuttles like the Type 7 and 11. Class 4 could be heavy cargo shuttles, like the Argo type and so on.
