This is a  Zahl Ship from the Voyager episode "Year Of Hell". The Zahl where a race that was eliminated from time by captain Annorax with his temporal weapon ship in his attempt to restore the Krenim Imperium, that was inadvertently reduced to a handfull of worlds and a few ships by an earlier use of the same weapon.
