This is the Klingon K23 from FASA, also known as "Little Killer". One of the better designs among the sometimes strange FASA ships, although the story behind the ship being an effort to trick the Federation to believe it is from another race is completely bogus. First, Klingons won't use such a cowardly strategy and second, the nacelles very easily give away the ships' origin. I'ts much more plausible that this is a ship built by one of the conquered species inside the Klingon Empire. They mixed their design principles with more advanced components (like the nacelle design) and produced a ship that can be manufactured with their Shipyards. By the way, the name "Little Killer" is misleading. Although slightly shorter than the D7, due to the spacious main hull, the internal volume is almost identical to that of a D7. The habitable area is most likely even larger.
Update Apr. '20: New, more detailed model. Changed the scale from 1/5000 to 1/4800.
