The Helios Class Tug, was meant to be a background ship, kitbashed with parts from other ships, but in a smaller scale. So in-universe, the similarity is just a coincidence. The most obvious parts are the saucer from a Malachowski Class and the shortened nacelles from a Hoover Class.
