ZapWizard@HaidarTheKnight54. The current diameter of the opening in the Pip-Boy is 100mm on the left (Forearm), and 77mm on the right (Wrist). It is designed to fit my own arm with some padding such as a sleeve. So yes, if your arm is about the same size as mine. These dimensions are pending test prints and fitting to my arm. I won't be designing any different sizes, it doesn't scale easily.

ZapWizard@HaidarTheKnight54 The prop holotape is just a simple LED. The Functional Holotape won't actually hold any data. Instead it will work like a simple IR remote control. Sending out one of twelve unique ID numbers. The Pip-Boy will receive one of these numbers and do a pre-programmed action. (Audio file, app, or game)

Otherwise, no I don't plan on making a separate recorder prop, as there isn't any in Fallout 4.

The Prop Holotape will fit into my upcoming Functional Pip-Boy Design, but it will not send any actual data to the Pip-Boy. A functional, IR-Remote emitting holotape design is already complete, other than the PCB. Externally they look exactly the same.
The Pip-Boy design will not be waterproof. That is a near impossible task for a project with so many connector cutouts and moving parts.
