This is a 1/20th scale Schnellboot propeller lock nut, It has an 8mm OD hub with a 4mm hole and a hole in the side for a M3 grubscrew. The Schnellboot has three propellers, the centre propeller is held in place by the center strut but the two wing propellers need a locknut or this depending whether the end of the propshaft is threaded or not, this is a tapered and pointed "lockpoint" to suit and make the wing props look like the original.
