The Soviet Union during 1942 was in a very bad position, rapidly loosing land and men, including tanks. The T 34 for example, did not have enough armor to survive a shot from the then deadly 88mm guns the Germans introduced in the form of the Tiger. With steel on short supply, the Soviets turned to concrete as a form of protection instead. Concrete was already used by soldiers as an improvised armor on their tanks such as the Stug 3 or the Shermans.
