The V-19 was an early Romulan attempt at a Battle Cruiser mounting 2 of their most powerful Plasma weapons... the thinking was with the long re-charge time between shots, a cloaked V19 could ambush a target and get a devastating first strike or in a prolonged battle could alternate fire thus easing the strain on shipboard systems, also with two independent systems if one were damaged the other would continue unabated...she is a ship not without problems...
