It's a terraced dome ornament bell with a built in clanger. But don't expect it to make a ringing bell sound if manufactured in a plastic material. It's a perfect example of devolved functionality. And the only metal option is aluminum which may actually sound like a bell but aluminum is very, very, very expensive.
Simple and elegant and it comes with a built-in loop so you can hang it from something with a fancy cord or a ribbon. You could also use it as an earring or pendant if that's your thing.
