Soon after the discovery of Aerolyth, the Royal Navy formed its Aerial Department to coordinate the use of flying vehicles in support of the Fleet. The Air Department designed several small craft, few of which were particularly battle worthy, but which built up considerable design expe-rience. By mid-1879, there was considerable demand for a “1st Rate” flying ship. By 1880, de-sign work had begun on what would become the Captain-class of flying battleships.
