The Libertad y Orden (commonly called the LyO) started life as a short takeoff transport com-missioned by the Colombian government as part of a plan to create a transport and passenger air-line in South America. There were delays in the design, and by 1892, the design specification had changed to be a lightly armed troop transport. The project had been co-opted by the radical wing of the Partido Liberal Colombiano, which wanted an armed aerial platform in case of a civ-il war in the country.
