This is a fan art replica of the "Wishing Star" pendant used by Anna and Elsa from Frozen in the ABC series Once Upon a Time. It was carefully matched to the one worn on the show, at least as best as I could from screenshots. While it's jewelry on the show it could also be a small Christmas tree ornament.
