This is an adaptor piece for Generations voyager Blitzwing/Double Dealer to give him a Titan Master compatible neck socket!
It will require the removal of the entire head and neck piece (including the spring) from the original figure, and you might have to pry both halves of the cockpit chassis apart, so be sure you are confident in what you are doing.
