New Adjustments?

In the past, I changed the size of my design.

    (2016 instructions, from Shapeways forum)
"In MeshLab, use Filter menu -> Normals, Curvatures, and Orientation -> Transform: Scale. Uncheck Uniform Scaling. Set Y Axis to 0.1905 or 1.6508 (will give you 0.3 in or 2.6 in). Click Apply. Save using File -> Export Mesh As..."

It looks like MeshLab has changed how to scale. Can anyone just tell me where and how to change the width of my project, so I can print it larger? For example, I have a drawing that is 1.97" wide and need to increase it to 2.5" wide. By adjusting the width, I can then select uniform scaling to adjust the height. After the width and height have been met, I can then adjust the depth, by entering the number and Uncheck Uniform Scaling.

I tried something similar to 2019 instructions.
I tried : Filter menu -> Normals, Curvatures, and Orientation -> Transform: Scale. Uncheck Uniform Scale, Normalize
When typing in numbers, I tried X, Y, and Z, it moved the image. Did not scale it.

FYI: The file I currently have is .stl. I looked everywhere and can't find my original drawing.

    Thanks for any help.
