There is no automatic way to convert .stl files into solid models.
I've been working at a reverse engineering company where they converted scan data (.stl files) into solid formats.
You need a special kind of software for that, (I think we used GeoMagic or something like that), and it's still a time consuming job.

For a simple model, easiest way is to redraw it in Solidworks, but a model like this, that's not an option. Your only option is to find someone who specializes in turning .stl files in solid models, but for a model like this, that will be quite expensive.

I have a nurbs surfaced model but some areas need filled in with a surface.

Then you have some real conversion options.

I will pm you with details if you want this

Do you just want the model made solid so you can make it hollow to save on price?
I can make it hollow with a 1.25mm wall thickness
This has a 30.24cm3 volume, compared with your original model at 154.74cm3.
You can have the model if you want it.
