HOUSE RULES FOR AXIS & ALLIES:
Heavy Bunkers/Fortifications are defensive units that protect the entire territory when attacked by ground and air units. Heavy Bunkers can be built in any land territory, they do not require a factory to be built. Only (1) Heavy Bunker may be built per territory. Heavy Bunkers may not move. Heavy Bunkers are considered units in that they maintain a zone of control, and can be taken as casualties in combat. Tactical Abilities: Up to (3) Infantry receives +1 to defensive rolls when defending the same zone
