In 1954, at the department "The construction and design of helicopters" the Moscow Aviation Institute organized a design team to develop the transport craft-SVVP (aircraft with vertical takeoff and landing). The project was implemented under the guidance of Academician BN Yuryeva and I. P. Bratuhina together with Vsesoyuznym Electrotechnical Institute, where director at the time was academician AG Iosifyants.

For SVVP picked the power plant of the four theatre NK-12MV capacity of 12000 bhp, which were used for Tu-95 bomber. Was planned that engines are to propel soosnye air screws 6 meters in diameter.

Constructors offered the original layout scheme SVVP with vertical location of the fuselage on takeoff and landing.
