Cadillac washer fluid level indicator 1974

If your 70's Cadillac have the washer fluid level indicator, is it functioning correctly? Is the fluid level cap broken ? Normally the broken part is the bottom white part against the washer reservoir. This is the white part. This is not the complete cap, just the white bottom portion, which can be replaced.
