Adrew Probert designed this ship as an intermediate step between the Excelsior and the Galaxy Class. The design was intended to appear as a regular guest ship during TNG, but it was decided to use the Excelsior model instead. Most probably because of budgetary reasons. However, the design ended up depicting the Enterprise-C on the ship-wall in the Enterprise-D's conference room. The actual filming model of the Ambassador Class Enterprise-C was built much later for "Yesterday's Enterprise". For that the design was simplified a little to make it easier for the model builders. Most notably the engineering section was made much rounder, almost tubular shaped. The size is derived from a size chart made by Probert stating the ship is about 1721 ft long.
