As an effort to rebuild the Russian Navy, multiple proposals of large destroyers and carriers were studied and the Baku carrier was refurbished as the Vikramaditya on Indian fundings to restore the shipbuilding industry of the nation. The 23000E is then displayed as a model in the ARMY 2015 exhibition and in a CG promotion movie as a hint to the future plan to build a supercarrier. However, whether Russia will regain (or gain) the ability to build a supercarrier remains to be seen.
There're conflicting impressions of the hull and bridge shapes between the CG promotion movie and the ARMY 2015 model, thus multiple artistic licenses are taken in modeling this ship.
As with all "I'm not sure if they'll ever exist" ships, this one is in the Never Were section.
