HOUSE RULES FOR AXIS & ALLIES:
Bunkers/Fortifications are defensive units that protect the entire territory when attacked by ground and air units. Bunkers can be built in any land territory, they do not require a factory to be built. Only (1) Bunker may be built per territory. Bunkers may not move. Bunkers are considered units in that they maintain a zone of control, and can be taken as casualties in combat. Tactical Abilities: when paired with an Infantry, the bunker receives +1 to defensive rolls.
