 Scale model of a massive toroidal steel casting produced by United Engineering & Foundry Company (later Mesta Machine) out of New Castle Pennsylvania circa 1946.. Our best guess is that this casting was destined to become part of a steel mill. 

Scale model is for display and operating model railroad load / modelling and is not a child's toy.
