The Pelican Playground was part of a first generation of playgrounds designed by HDB for public housing estates in Singapore. The idea was to use hume pipes to create static animal statues that would appeal to children. Between the 1970s and 1990s, the HDB tasked Mr Khor Ean Ghee, who worked in HDB as an interior designer between 1969 to 1984, to design playgrounds that were inspired by local culture. In 1993, HDB stopped designing its own playgrounds as the cost of maintenance and production as well as the need to meet international safety standards made importing overseas designs more feasible.
