Too many polygons, but I'm under the limit?

I uploaded a version of a model I want printed, and it was rejected for having more than 1million polygons. Now, it didn't have more than a million triangles according to Netfabb Studio, but I figured something on Shapeway's end must be adding polygons, so I deleted a bunch and tried again, and still the same thing.

So what should I do? The model right now is a bit under 940,000 triangles. Do I actually need to reduce more, or is this an error? If I need to reduce more, how far do I actually have to go?

I may have to try that, but my model is multiple pieces, will that be an issue? Also, I read that having multiple shells could cause mesh medic to make lots of extra polygons, and my model has 168 shells. So maybe that's my problem? There's no way I could efficiently merge them by hand though, it would take forever.
