Depends on the ring. It's much easier to stretch a band to be larger, than it is to compress it to be smaller. And of course the level of detail will determine how much can be done.

My question is only for Brass if it can be cut to make a ring smaller

They probably wouldn't want to do it, because it's a very delicate job to cut, bend, and weld. Probably very difficult to make the patch smooth and match the rest of the ring. You can always modify the file and print another.

this was a printability test so you are right its better to print it in another size

the jeweler told me that if it was silver he could do it but no in brass. I don't understand the reason

I think it's because he only knows how to connect silver.Almost none jewelry is made of brass on the market. 14k gold and 18k gold is popular in my city now.

The soldering is ussualy done with hard silver solder.
After cleaning up the joint it should be invisible because its the same material.
But ofcourse a silver joint on brass will allways show.

That's what the jeweler said more or less.. but why can't the soldering become with brass solder?
