robs_mw The frame with the 8 flood lights is a separate part, and can be attached to the top of the high mast, or can be lowered, just above the manhole. You need to provide thin/straight rope/wire in both cases yourself. Theoretically, as the pole is hollow, you could pull ropes through the pole and attach a motor to them to lower the frame/let it travel up&down, but you will nee to attach weight (e.g. M6 washer) to the frame with the lights to give it some weight, otherwise it will definitely not work.
