In 1940, New Zealand had no tanks, and little in the way of heavy industry that could create one from scratch. Bob Semple, then the Minister of Works, ordered this machine cobbled to gether and based on a D-9 tractor. It is unlikely that, if the Japanese had actually invaded, these vehicles would have lasted more than a few minutes in combat.
