This is a triangular dipyramid (an isohedral six-faced bipolar polyhedron) labelled with pips. Since it has no parallel sides, when you roll it, two faces will land upwards and the pips on those two faces will come up 1, 2, or 3 with equal propability. Thus it can be used as a d3.
For instance, if you roll it and the two upward faces have one pip and two pips, then the result is 3.
If on the other hand your roll produces two upward faces which have one pip and no pips, then the result is 1.
