In pursuit of capability to project its power, the Soviet military at some point in the late 70s considered creating cheap helicopter carriers out of modifying high-speed cargo ships, if succeeded, it would have left the Soviets with an ability to build a massive power projection capability in a short time in limited cost.
In the end the project failed because the need for sophisticated subsystems led to sophistication and projected cost-overrun. What's worse is that the cargo ship converted hull makes terrible performance out of a warship in surviability, noise levels, and reliability.
