This is the classic WW2-era curved towbar seen on all manner of recovery vehicles and trucks in US service. It is designed to pull broken-down trucks by attaching the clamps (sprued to the back of the model bar) around the front axle of the dead truck, then pinning the bar to the clamp (with the bar passing under the bumper and curving up), with the round loop placed in the pintle hitch of the towing vehicle.
On the real clamp, the two halves are bolted - if the axle is too big you could add the body of these bolts with plastic rod between the halves. Also, the attaching nub pivots on the real thing, so the clamp can be arranged at a convenient angle to clear the lower edge of the bumper - you can cut this nub free and reposition it with a little help from a thin blade! Many bars lack these clamps (possibly stored separately inside the vehicle?), while others include the clamp and use it to mount the bar in its stowed position.
