This is the intensity setting dial for the Retro-Raygun. It is assembled from the outside and clamped to the shaft of a switching potentiometer that also controls the main power.
(The pot is a 39SB-1RB-103-ND
POT 10K OHM 1/4W PLASTIC W/SW at Digikey. It is a switching pot so it can be used to turn the raygun completely off and save batteries, and the Arduinoid controller board reads off the analog value to select "stun," "flambe," etc.)
The CAD file has the dial secured to the pot shaft with a 4-40 setscrew, but the tolerance is tight enough so it pressure-fits nicely without additional hardware.
