It is called a "cleat." A cleat secures your boat to the dock/pier with a line (rope). A cleat DOES indeed "anchor" your boat to the dock/pier, but the nomenclature among boat people makes distinctions. An "anchor" secures your boat/ship by grabbing the sea floor.
