Help needed: How to apply inward curved surface to line model?

Hi all!

I want to make a model of this railway snow-plow.

I have a copy of the official drawing with contours/frames.

From this I've created the shape below in Sketchup

But when try to apply a surface (called Sandbox in Sketchup) to the frames Sketchup makes a mess. It doesn't seem to handle inward curved surfaces.

Any ideas on how I shall create a surface like this? Is there any (free) tool better suited to this task than Sketchup?

Thanks in advance
