Most materials allow separate and/or interlocking parts.
This item of mine http://shpws.me/lnvb would be rejected if the individual parts weren't sprued together (they're only 1mm in diameter)
but this item http://shpws.me/lmmj has nine separate peices that move independently. A sprue on the latter would defeat the purpose.

A bit of it has to do with whether the operators can actually pick up the parts with their fingers or not.
