Brand new here and brand new to 3D design. I dont have alot of time spare to perfect this art. So i hope to make a few contacts that can create a few 28mm miniatures for me whilst teach me a few things along the way

Welcome! If you want to find people to make models for you there is the modelers for hire section, and the modeler needed section. You could try your hand at Sculptris. It's free, easy to learn, and exports OBJs that Shapeways accepts.
