hypernurbs

    Does having fewer polygons lower cost...if so, does using a hypernurbs object to smooth have any bearing on this...

    No, cost is based on volume (see the Materials page and note that all prices are per-cubic-cm, sometimes plus a fixed startup cost).

    SW doesn't accept anything over 500,000 triangles, and you can't make a 2-manifold (printable) object with fewer than four triangles, so those are the only polygon-related constraints you need to worry about.
