That all depends on your knowledge of 3D drafting, and your access to drafting software. If you have none at all, I'd say start with sketchup to get an idea of how 3D drafting works, then move to Blender or Truespace for free drafting that can easily be exported to Shapeways, but the modeling interface is not as simple as software you'd pay for.
