Is it cost effective to 3D print miniature people? Or perhaps print a set as a master then cast from them? How detailed can 3d printing get if the subject is HO scale (1/87) and only 13/16" tall?

Check out the various shops with miniatures of people (or similar sized, robots, aliens, fantasy beings etc.) here on Shapeways.
My impression is that up to about 25-30 mm tall figures the prices per figure is similar to what you per for similar metal figures. And I have seen good figures down to 1/144 scale or less.
